William Hallman suffers from a developmental disorder that Ellen unknowingly made fun of. It's called Asperger syndrome. It causes him to not want to make eye contact and to make unnatural gestures, among other things. He cannot become a weatherman, as he is not personable. However, he could become a great meteorologist, as he is highly intelligent and can deal well with parsing a large amount of data.
